HAZARDOUS WASTE DISPOSAL IN OREGON

Oregon Hazardous Waste: DEQ Rules on Top of RCRA

Oregon runs its own hazardous waste program through the Department of Environmental Quality. The state adopts the federal RCRA rules and then adds its own. Oregon has state-only waste codes, including ORP codes for certain pesticide residues that count as acute when combined with P-listed waste. Small and large quantity generators file an annual report with DEQ on the Site Identification and Generation and Management forms, and that report replaces the federal biennial report. Very small quantity generators (listed as conditionally exempt on some DEQ forms) update DEQ when their status or site information changes.

Classification for the year follows your worst month. A plant that crosses into large quantity generator status for one month reports as a large quantity generator for the whole year, which is why a one-time cleanout should be planned before it starts. Our profiles are written against both the federal codes and Oregon's state-only designations, so the receiving facility accepts the load as shipped.

Toxics Use and Hazardous Waste Reduction

Oregon requires small and large quantity generators, along with Toxics Release Inventory reporters, to keep a reduction plan or an equivalent environmental management system on site and to file implementation summaries with DEQ. The waste data we return with every shipment (stream names, weights, waste codes and disposal methods) is the same data that plan is built on, so your reduction numbers come straight from your manifests.

Semiconductor and High-Tech: Washington County

Hillsboro, Beaverton and the Sunset Corridor support a deep semiconductor supply chain: equipment makers, parts cleaners, chemical distributors and contract manufacturers. Typical streams are spent acids and etchants, solvents and strippers, slurries, contaminated wipes and expired specialty chemistries. We segregate by compatibility, lab pack small containers, and manage totes of process waste on a schedule that fits a production floor.

Metal Finishing and Plating: Clackamas County

Milwaukie, Oregon City and the Clackamas industrial area are home to anodizers, platers and finishing shops. Spent plating baths, rinse waters and filter press sludge come out of those lines every week. For high-volume liquids we bring a vacuum trailer with an operator, solidify the load for disposal, and wash the tank so the line is ready to refill.

Portland Manufacturing and Shipyards

Swan Island, Rivergate, the Northwest industrial district and the Columbia Corridor generate paint and coatings waste, blast media, solvent rags, oily water and used oil. Flammable liquids and sludges are profiled for fuel blending or thermal treatment, and rags and debris ship alongside on the same manifest.

Tank, Sump and Vault Cleaning

Water utilities and cities across the Portland metro and the Willamette Valley use our 120-barrel vacuum trucks for tank and sump cleanouts. We pump the tank, wash it, and haul the industrial wastewater and solids to a permitted treatment facility with the documentation a public file needs.

Who We Work With in Oregon

Semiconductor and electronics suppliers, metal finishers, shipyards and marine fabricators, manufacturers, general contractors, laboratories, water districts and municipalities. Whether you ship one drum a year or run a weekly schedule, the profiling, packaging and paperwork are held to the same standard.

GENERATOR STATUS
AND THE 90-DAY CLOCK

Your generator category drives nearly everything: how long waste can sit, what records you keep, and what DEQexpects to see on an inspection.

Large Quantity Generator (LQG): 2,200 pounds or more of hazardous waste in a calendar month, or more than 2.2 pounds of acute waste. 90 days of on-site accumulation from each container's start date.

Small Quantity Generator (SQG): more than 220 and less than 2,200 pounds a month. 180 days, or 270 days when the receiving facility is more than 200 miles away.

Very Small Quantity Generator (VSQG): 220 pounds or less of hazardous waste in every month, and never more than 2,200 pounds on site.

We help you confirm which category you're in, mark containers with correct accumulation start dates and DOT shipping descriptions, and schedule the pickup to land inside your window rather than against the deadline. If a cleanout is coming, call before it starts: in Oregon one heavy month sets your status for the whole year.

OREGON PROJECTS
SERVICES AND SERVICE AREA

Services for Oregon Generators

Waste profiling and field hazcat for unknown containers, sampling and lab analysis, and waste code designation under RCRA and Oregon rules. Lab packs and laboratory cleanouts. Plant cleanouts and episodic events. Drum, tote and bulk transportation on Uniform Hazardous Waste Manifests with LDR notifications. Vacuum truck and tank cleaning. Universal waste and e-waste. Non-hazardous solids, contaminated soil, coolants and wash water.

Plating Liquids, Portland Metro

A Portland-area metal finishing plant ships its spent plating liquids with HWD on a recurring schedule. Each visit, a vacuum trailer and operator pump roughly 18 to 24 tons of liquid, the load is solidified for disposal, and the tank is washed before the crew leaves. The same profile carries forward from one load to the next, so nothing gets re-papered.

Shipyard Drum Program, Portland

A Portland shipyard runs a standing drum program with HWD. A typical pickup is 20 to 30 drums: flammable paint liquids for thermal treatment, sludge-heavy alternative fuel, and drums of rags and debris, all on one e-Manifest with LDR notifications. Drums that don't match their profile are caught and re-profiled before they leave the yard.

Contractor Tote Removal and Analytical

A general contractor working inside a Portland-area finishing facility needed totes of styrene and acrylate monomers removed. HWD sampled three streams for flash point, VOCs and pH, profiled the reactive liquids for incineration, sent wet solids to a Subtitle C landfill, and manifested everything under the facility's site ID.

Water District Tank Cleanout, Washington County

A water utility brings HWD in for its annual tank cleaning. A 120-barrel vacuum truck and crew remove up to about 1,600 gallons of industrial wastewater and solids, wash the tank with sodium hypochlorite, and haul the load to a permitted treatment facility in a single day.

Oregon Service Area

Portland metro: Portland, Gresham, Troutdale, Swan Island, Rivergate. Washington County: Hillsboro, Beaverton, Tualatin, Tigard, Sherwood, Forest Grove. Clackamas County: Clackamas, Milwaukie, Oregon City, Wilsonville, Happy Valley. Willamette Valley: Salem, Keizer, Albany, Corvallis, Eugene. Southern Oregon: Medford, Grants Pass, Roseburg. Tell us what you have and where it is. If you don't know what's in the containers, that's a normal starting point. Useful to include: approximate container count and size, generator status if known, your EPA ID, and whether this is a one-time cleanout or recurring service.
