HAZARDOUS WASTE DISPOSAL IN WASHINGTON
Washington Dangerous Waste: More Than Federal RCRA
Washington does not simply mirror the federal rules. The state's Dangerous Waste Regulations under WAC 173-303 go beyond RCRA, and generators who assume federal criteria are the whole picture are the ones who end up with a finding. Washington designates state-only dangerous waste that federal RCRA does not regulate: toxic dangerous waste (WT01 / WT02) designated by book designation or biological testing, persistent dangerous waste (WP01 / WP02 / WP03) for halogenated organic compounds and PCBs above state thresholds, and state-only corrosive solids and criteria that capture materials the federal rules miss.
That difference matters when you are determining generator status, picking waste codes for a profile, or deciding whether something ships as a dangerous waste at all. Our profiles are built to designate correctly under both the federal and Washington state systems the first time, so manifests don't come back rejected and the receiving facility doesn't re-classify your load at your expense.
Ecology Inspections and Recordkeeping
When the Department of Ecology walks a facility, inspectors look at the same things every time: container labels and accumulation start dates, closed lids, weekly inspection logs, the annual dangerous waste report, and signed manifests for every shipment. We set your containers up to pass that walk, keep profiles consistent from one pickup to the next, and return signed manifest copies and land disposal restriction forms so your file is complete. If you have a finding to close, we can help you document the corrective action.
Lab Packs and Laboratory Cleanouts
University, school district, clinical and R&D laboratories accumulate aged and unknown reagents faster than anyone plans for. We segregate by compatibility, keep oxidizers away from corrosives, handle reactives and peroxide-formers separately, and pack everything into DOT-compliant lab packs with a container-by-container inventory, so the manifest matches what actually left the building.
Plant Cleanouts and Episodic Events
One-time cleanouts, facility closures, decommissioning and production changeovers often involve a mix of drums, totes, cylinders and bulk liquids. We staff the job with the crew size it actually needs and work it straight through instead of stringing it across weeks, and when the volume would push you into a higher generator category we plan it as an episodic event.
Drum, Tote and Bulk Transportation
Scheduled and on-call removal of 5-gallon pails through 55-gallon drums, 275 and 330-gallon totes, and bulk tanker loads. Every shipment goes out on a Uniform Hazardous Waste Manifest with land disposal restriction notifications, and signed copies come back for your files. Universal waste such as lamps, ballasts, batteries and electronics is handled under its own simpler rules so it doesn't count toward your hazardous waste totals.
Non-Hazardous Waste and Field Services
Not everything on a Washington job is dangerous waste. Contaminated soil, absorbents, coolants, wash water, non-regulated solids and process residuals go to permitted facilities with the same documentation discipline. When a project needs more than a pickup, our crews handle job walks and site assessments, emergency response, confined space and tank entries, decontamination and demolition support, so one contractor covers the whole scope and one set of paperwork comes back to you.

GENERATOR STATUS
AND THE 90-DAY CLOCK
Your generator category drives nearly everything: how long waste can sit, what records you keep, and what Ecology expects to see on an inspection.
Large Quantity Generator (LQG): 90 days of on-site accumulation from each container's accumulation start date, no storage permit required. Past 90 days you are operating as an unpermitted storage facility.
Medium Quantity Generator (MQG): 180 days, or 270 days when the receiving facility is more than 200 miles away.
Small Quantity Generator (SQG): quantity-based limits rather than a hard clock, with the option of a once-yearly episodic generation event when a one-time cleanout would otherwise push you into a higher category.
We help you establish which category you're actually in, mark containers with correct accumulation start dates and DOT shipping descriptions, and schedule the pickup to land inside your window rather than against the deadline. If a cleanout is coming, call before it starts: the timing and paperwork are what keep a one-time event from changing your status for the rest of the year.

Services for Washington Generators

Aerospace Surface Finishing, Puget Sound
An aerospace surface-finishing plant needed excavation spoils removed from an active production facility without stopping the line. HWD profiled the material as non-regulated solids and ran truck-and-pup loads on Saturday overtime with weekend staging. Roughly 100 tons went to the landfill in the first campaign and another 46 tons the following summer, with the profile carried forward so the second job didn't start from scratch.
General Contractor, Multiple Puget Sound Job Sites
A national general contractor uses HWD as its standing waste contractor. Over one three-month stretch that meant three site pickups: used oil halogen-tested and shipped for recycling, loose-packed flammable liquids, cubic-yard bins of Washington state-only dangerous waste that federal RCRA doesn't regulate, and small-container corrosives including 30% hydrochloric acid and sodium silicate, each with its own DOT shipping description. Every load on an e-Manifest with LDR notifications. The relationship has since expanded to profile review and vendor sourcing on the contractor's behalf.
Municipal Fire Department, Eastside
A municipal fire department needed to retire 100 gallons of legacy AFFF firefighting foam, the PFAS product the state is phasing out. HWD packaged twenty 5-gallon containers, built the profile to meet land disposal restrictions, manifested the shipment and had it off the station floor in a single five-hour visit. Public agencies get the same documentation package as industrial generators: signed manifest copies and disposal certification for the file.
